    Urgent Action Needed to Support Physical Therapy, Occupational Therapy and Speech-Language Pathology Students!

    On January 29, 2026, the U.S. Department of Education released a proposed rule that could significantly impact federal student loan access for students enrolled in health profession programs, including physical therapy, occupational therapy, and speech-language pathology.

    The proposal introduces a new definition that would reclassify many professional clinical doctorate and master’s programs as “graduate degree programs” for the purposes of federal student loan limits. If finalized, this change could drastically reduce the amount of federal loans students in these programs can borrow, posing a serious financial barrier for future physical therapy students.

    Why This Matters

    Under the proposed rule:

    • Programs classified as graduate degree programs would be limited to:
      • $20,500 per year
      • $100,000 lifetime maximum
    • Programs classified as professional degree programs would retain higher loan limits:
      • $50,000 per year
      • $200,000 lifetime maximum

    Reclassifying physical, occupational, and speech therapy programs to “graduate degree programs” would significantly increase financial barriers at a time when there is already a shortage in the rehabilitation and allied health workforce. This could have a profound effect on the availability of qualified professionals in these fields, especially in private practice. We have noticed a lot of new graduates using physical therapy practice management software in private practice settings.

    In response to concerns raised by professional associations and education advocates, members of Congress have introduced legislation to address this issue:

    • Professional Student Degree Act (H.R. 6718)
    • Loan Equity for Advanced Professionals Act (H.R. 6574)

    Both bills aim to amend the Higher Education Act of 1965 to ensure that professional health degree programs, including physical therapy, occupational therapy, and speech-language pathology, continue to be recognized as professional degree programs for federal student loan purposes. This legislation is critical for the sustainability of the rehabilitation workforce and the continued diverse use of physical therapy software in practice management.

Protecting access to appropriate federal loans is crucial for the future rehabilitation workforce, ensuring the continued growth and success of physical therapy practices, and providing patients with the care they need.
